setting up gt with utorrent and windows vista

When you set the upload to lets say 1.5 what should the next option be upload or download .What would best setting. I've seen it both ways on the pictures of gt working section. I'm new to all this dowloading stuff so I really dont understand all of this yet but it is getting easier and easier as go

Try 5 times Upload.

In my view, setting the option as "download" is more risky than "upload" option. This is because, certain trackers can track you down, if the reported uploaded is some constant multiple of your actual download every time you announce to the tracker.(The constant multiple refers to the ratio you set).
