So if one sets to report 1MB of upload for every 1MB of download - but there is no one to upload to = obvious false creation of upload... the tracking software is not yet able to see that something is not right?
Also if it sees a constant (not random) rate of UP to DOWN - it should send red flags up... again the tracker is not monitoring this?
